Section 2.510 Assistant-in-Training Program (revised 9/13/17)

Goal
Adams County Public Library (ACPL) seeks to increase the knowledge and skills of
paraprofessional employees who are applying for assignment to an open library assistant position.

Eligibility
High school diploma or GED and one year of recent, related library experience.
Current assignment within ACPL with performance reviews indicative of potential success.
Commitment to one additional year of employment with ACPL after completing the program.

Program
Participants will be selected by the library director from a list of those who have filed a statement of interest in a specific library assistant position that is currently open in ACPL.

The library director will arrange undergraduate or graduate training online with a college or university and design an individual program of course work to meet the learning needs of the participant.

All course work must be done outside the participant’s customary work schedule and should be completed within a period of eighteen months unless the library director grants an extension.

While participating in the program, the employee will be assigned duties customarily performed by a library assistant. However, official assignment as a library assistant is contingent upon completion of the program.

Acceptance of any ACPL payment for program expenses shall indicate the participant’s
acceptance and agreement to all terms and conditions of the program.

Upon proof of registration and payment of fees, the library shall reimburse the participant for eighty percent (80%) of tuition and fees, excluding textbooks. Further, the library director may arrange for payroll deduction of the participant’s share of tuition and fees. If the participant does not receive credit for a course, the participant shall reimburse ACPL for the full amount paid by the library, unless the library board waives the reimbursement for just cause.

If the participant completes the program but leaves employment with ACPL before the end of one additional year, the employee shall reimburse ACPL the amount paid by the library for each year not worked, unless the library board waives the reimbursement for just cause.

Typical coursework
Learning Literacy: basic skills with computer, applications, Internet and on-line databases. Professional Communications: fundamental skills in oral and written communication. Library Organization and Services: overview of library services, functions, and issues. Public Service Fundamentals: principles of customer service and related issues. SECTION 2.520 – ASSISTANT DIRECTOR-IN-TRAINING PROGRAM (revised 2/8/17)

Goal
Adams County Public Library (ACPL) seeks to encourage and prepare selected candidates for administrative responsibilities within the library system.

Eligibility
A bachelor’s degree and five years of experience in a library related field. Four years experience with ACPL and performance reviews indicative of potential success. Commitment to one additional year of employment with ACPL after completing the program.

Program
A participant will be selected by the executive director from a list of those who are eligible and have expressed an interest in administrative responsibilities.

The executive director will arrange graduate training online with an ALA approved university and design an individual program of course work in consultation with the participant.

All course work must be done outside the participant’s customary work schedule except for specific projects approved by the executive director; course work should be completed within a period of three years, unless the executive director grants an extension.

While participating in the program, the employee will be assigned duties customarily performed by an assistant director. However, official assignment as an assistant director is contingent upon completion of the program.

Acceptance of any ACPL payment for program expenses shall be an indication of the participant’s acceptance and agreement to all terms and conditions of the program.

SECTION 2.700 – PERFORMANCE REVIEW (REVISED 9-14-16)

The Adams County Public Library will conduct periodic performance reviews.

The purpose of a progress review is to establish and document an on-going, candid conversation between each employee and his/her supervisor. The review will help achieve the following objectives: 1) continually review organizational goals; 2) communicate job expectations; 3) recognize accomplishments and strengths; 4) identify areas for improvement; 5) develop plans for training; 6) monitor implementation of improvement plans.

The evaluation will consist of a review of three areas of employee performance: core values, job standards and self-development goals.

Core values are essential for all employees. These are behaviors that contribute to the efficient operation of the library system. Employees who exhibit high levels of these behaviors not only make the library a better place to work but also enable all staff to provide better service to the public.

Core values to be reviewed include: 1) positive approach; 2) dependability; 3) team spirit;
4) professionalism; 5) leadership (for managerial staff).
Job standards help each employee understand how his/her performance contributes to the overall effectiveness of library operations. Job knowledge, skills, competencies and behavior impact upon the employee’s ability to achieve the desired job standards.

Job standards to be reviewed include: 1) general duties and responsibilities as listed on the job description; 2) other specific tasks and duties identified by the supervisor as appropriate to the employee’s job assignment.

Self-development goals are those activities that the employee and the supervisor identify as being crucial to the employee’s long-term success in the library organization.

All staff will be reviewed at least once each year with as many follow-up reviews as are necessary during the year.


SECTION 2.710 – PROGRESSIVE DISCIPLINE (Adopted 8/12/15)

The library has chosen a progressive discipline process as one way to address employee behavior, performance, or other employment related problems. Pursuant to the employment-at-will doctrine, the library is not obliged to follow the progressive discipline guidelines and may, at any time, take whatever actions are deemed necessary to address such problems, up to and including termination.

The Progressive Discipline Form should be used to document each step of the process and forwarded to the Executive Director, to be placed in the employee’s personnel file.

The progressive discipline process is as follows:

  1. Verbal Counseling
    The employee’s supervisor will discuss expectations and deficiencies with the employee.
  2. Written Warning
    The supervisor will notify the employee of unmet expectations and actions that must be taken to ensure that performance and conduct meet library standards and that failure to take immediate corrective action will result in a one-day suspension with pay.
  3. Suspension
    The employee will be given a one-day suspension with pay. Upon return to work, the employee will either submit a letter of resignation or a letter detailing the changes that will be made to bring performance and conduct into alignment with library standards.
  4. Termination
    If performance continues to fall below library standards, employee will be terminated.

Section 2.810 – Executive Director (revised 11/25/2013)

The executive director administers the activities, services, and staffing of the Adams County Public Library according to the policies, bylaws, and directives established by the board of
trustees and the laws of the state. The executive director represents the library in both the
public and professional communities.

Knowledge Base and Experience:

  • MLS from an ALA-accredited program preferred or a master’s degree in a related field with significant coursework in library science.
  • Five years library experience in a position requiring skills in management and supervision.
  • High ethical standards, self-disciplined, trustworthy, organizational skills, and commitment.
  • Observed behaviors that match the library’s core values of positive approach, dependability, team-orientation, professional and responsible leadership.
  • Ability to communicate effectively and concisely, orally and in writing.

Responsibility to the Board:

  • In consultation with the board president, develops agenda for board meetings.

  • Assists in the orientation and education of board members. Maintains confidentiality of board matters.

Fiscal Responsibility:

  • Cooperates with the fiscal officer in developing the annual budget and a schedule of appropriations; assists the fiscal officer in the preparation of annual financial reports.
  • Prioritizes library needs; develops an annual spending plan; monitors annual revenue and expenditures.
  • Approves all purchases and monitors the quality of internal control.

Responsibility to the Public:

  • Assures that the library environment is pleasant and that the materials and services are organized for easy access.
  • Provides a quality collection of materials and services that meets the needs of all residents of the community.
  • Assures that the staff is responsive to library users and deals with them in a pleasant and professional manner.

Administration of Facilities:

  • Assures that the physical facilities, grounds, and equipment are properly maintained, updated, under adequate security, and safe for use.
  • Evaluates and develops plans for achieving the effective allocation and utilization of building space to meet changing library needs.
  • Negotiates contracts with vendors for required services. annual spending plans.

  • Determines staffing requirements; hires substitute personnel and recommends other personnel for board approval; recommends annual staff assignments to the board.

SECTION 2.820 – FISCAL OFFICER (revised 5/7/23)

The fiscal officer serves as the financial officer for the Adams County Public Library in
accordance with federal, state, and local laws and regulations, the directives of the auditor of the State of Ohio, and the policies and decisions of the Adams County Public Library Board of Trustees.

Knowledge Base and Experience

  • Experience in public finance administration with previous college or work experience in accounting, business, or public administration, or any equivalent combination of experience, which provides the required knowledge, skills, and abilities.
  • Knowledge of governmental bookkeeping, accounting, and computer operations.

SECTION 2.829 – DIGITAL SERVICES COORDINATOR – (revised 9-8-2021)

The Digital Services Coordinator oversees the activities and staff that provide support for all Information Technology and Digital Services. The Digital Services Coordinator works closely with the Public Services Coordinator and the Outreach and Technical Services Coordinator to advise the Executive Director on the activities and needs of the staff and activities that fall under Digital Services.

A custodian is responsible for keeping an assigned library facility clean, safe, and healthy for the staff and public in a manner acceptable to the Public Service Team Leader and the executive director.

  • Mobility and dexterity sufficient to perform all duties of the position.

A Shuttle Driver is responsible for making deliveries and pick-ups at all agencies of the library and outside organizations when required, in addition to being responsible for periodic light maintenance at all locations.

Knowledge Base and Experience:

  • High School Diploma or G.E.D. equivalency.
  • Valid driver’s license with an excellent driving record.
  • Must be able to climb ladders, lift and carry bins weighing up to 60 pounds.
  • Intermediate knowledge of facility maintenance, troubleshooting, and repairs preferred.
  • Excellent communication and customer service skills.
  • Basic computer skills, including email.
  • Must be able to work evenings and weekends during emergency events.
